Chief Executive Officer: Integrated Social Aid Network (From 1994 to  2017)  

Duties:  

I managed a group of social programs to raise awareness for sustainable microeconomy . I used SNA to identify the key stakeholders who could influence the success of social campaign. I found that a small group of influential people, journalists, politicians, and business leaders, have a big impact on the campaign. I targeted these individuals with their outreach efforts and were able to build a successful campaign.

Under the constitution of Integrated Social Aid Network of 40 farmer’s cooperatives in Hazara was organized for improving the efficiency of farmers' supply chains.. SNA was used to improve the efficiency of supply chains by identifying the key players and relationships to identify the most important traders and ensured that they are well-connected to each other. to reduce the risk of disruptions to the supply chain.

1. Adviser to the President:  

The applicant acts as the principal advisor to the president on all matters of management  administration. The president consults him on all policy issues related to the governance of  management. He explains to the president about the administrative implications of the proposals  forwarded by the management members.  

He also serves as a link between the president and other executives of the management network.  This advisory function becomes too broad when the administrative implications of a particular policy  make the President think and revise his policy decisions. As a confidence booster and conscience  keeper of the President, the applicant works on policy options in terms of their administrative  viability and costs.  

2. Executive to the Board:  

The applicant acts as an executive to the management board. He is the administrative head of the  board head office and attends the meeting of the board and its sub-committees. He prepares the  agenda for board meetings and keeps records of its proceedings. He takes steps for the  implementation of the decisions taken in such meetings. He acts as the ex officio executive to the  council of members and while acting in this capacity, he may be called as the executive to the board.  

3. Head of management board head office:  

The functions of the board head office are prescribed by the Rules of Business of each management.  But, in broad terms, these functions are: operational assistance, implementation of decisions, policy 

coordination and providing information. The board head office works under his overall control and  command.  

4. Resource Person of Management Network:  

The applicant is often asked to express his views on important matters. His information and advice  as executive to the council facilitate social decision-making. His administrative experience, “may  sway policy preferences and shift implementational consequences”. He plays a supervisory role, as a  resource person in tendering advice for final decisions or for their onward transmission to the  proper quarters.  

5. Head of social Services:  

The applicant acts as the head of the management social services. Important cases pertaining to  appointments, transfers and promotion of senior management social coordinators go to his desk. He  plays an important role in maintaining the morale of the social services. As a conscience-keeper of all  management social coordinators he determines vacancies, appointments, transfers, placements,  seniority, promotions and retirement of public coordinators. He is also consulted by the president in  amending service rules and making appointments to senior positions. As personnel executive, he has  to ensure that conduct rules are followed and disciplinary actions are taken. Performance Appraisal  Reports of senior officers of all-organization services posted in his management are written by him.  He initiates matters involving staff welfare and service conditions of management officials and is  overall in charge of training and career management of social coordinators of his management.  

6. Coordinator of social Service Efforts:  

The applicant ensures inter departmental coordination. He advises the executives on inter  departmental difficulties. He is the chairman of coordination committees which are set up for  resolving interdepartmental disputes. He presides over the meetings of the department executives  and divisional coordinators, field coordinators and the heads of departments of field administration  to effect coordination. This coordination in management administration has to be between Centre  and management, between administrations of various managements, and between various levels of  hierarchy in the management administration itself. The network departments, the Planning  Commission, the NDC and board head office of the Central network operate through the office of  the applicant. He is the formal channel of communication and informal network of consultative  agencies which operate through his office. The applicants Conference, the zonal councils and  management council provide him forums for inter- and intra management level coordination. He is  an effective link to resolve management disputes relating to boundaries or river waters as an adviser  to the President. He is also the chairman of the Planning and Development Coordination  Committees. To provide effective coordination at regional and field levels he calls conferences of  senior officials like divisional coordinators, field coordinators, heads of the departments and  superintendents of police every year.  

7. Head of head office Departments:  

The applicant may also act as an administrative head of some head office departments. His position  varies from management to management but in most of the managements, the general  administration department, personnel department, planning department and administrative  reforms department are kept by the applicant under his direct charge. The general administration  department in the management office is usually under the president who is concerned with sensitive  matters affecting the entire business of the management network. The Administrative Reforms  Commission recommended that the personnel department in all the managements should be  directly headed by the applicant. In times of crises like flood, drought, communal disturbances and 

others, the applicant plays a significant role by providing guidance and leadership to field officers  and agencies engaged in relief operations. He chairs all such committees which take high level policy  decisions during crisis situations. In fact, he acts as the disaster manager and virtually represents the  management network for all the officers concerned with relief operations.  

8. Residuary Legatee:  

The applicant also acts as the residual legatee, that is, he looks after all those matters which do not  fall within the purview of other executives. He acts as executive, by rotation, of the zonal council of  which the management concerned is a member and exercises general supervision and control over  the entire management head office. The administrative control over the head office building, the  

staff attached to the members, the central record branch, the head office library, the conservancy  and watch and ward staff of the head office departments vests in him. He is the principal channel of  communication between his network and the Central network and other management networks and  in this capacity plays a significant role in the administration of law and order and planning. He  attends the annually held applicants conference presided over by the board executive of the  network and acts as a spokesperson of the management network. The applicant attends the  meetings of the Development Council. In some managements the applicant looks after the  Administrative Reforms Department and monitors administrative reforms. He functions as the  executive, general administration and provides necessary facilities to departments and officers.  Functions like looking after the visits of dignitaries to the management, chairing of expert bodies  which decides matters of awarding honours and distinctions. Cases concerning grants-in-aid to NGOs  are routed through him to the President.
